Answer from Tom Baker:

This lab appears to be manufacturing fireworks. The list includes chemicals that are a mix of oxidizers and metal salts which could be used to provide colour to fireworks. There aren’t any chemicals indicative of drug manufacture or terrorism. However, the lab may still not be legal, as fireworks manufacture is tightly controlled. In addition to the chemicals the police have discovered, we would expect there to be significant quantities of explosive propellants on site and we would advise the police to take appropriate precautions.
